The call for expressions of interest launched on 21 September 2022 aims to select an expert for the provision of technical assistance in the framework of the Solid Waste Governance Improvement Project in 19 medium-sized councils in Burkina Faso. Expert firms interested in the call for tenders from the city of Kaya have until 21 October 2022 to apply.
The selected expert will have 32 months to cover the terms of reference. The aim is to strengthen the capacity of the municipal authorities to manage works dedicated to household waste management.
European Union funding
The roadmap provides for capacity building of micro, small and medium enterprises (MSMEs) in waste management practices, support for the construction of waste management facilities (landfill, waste recovery plant) and for the acquisition of equipment for the collection and transport of waste, support and coaching of municipal technical agents, support to the councils in the development and implementation of “education and communication” information activities for behavioural change, and support to the coordination unit for technical reporting
The Project to improve the governance of solid sanitation in 19 medium-sized communes in Burkina Faso has been underway since June 2022. Implemented in partnership with the councils of Châtellerault in France, this initiative is funded by the European Union (EU). “Together with the town hall of Châtellerault, we have mobilised nearly 2 billion CFA francs (the equivalent of 3.1 million euros) for this project,” says Joël Neubert, the head of employment and growth at the EU delegation in Burkina Faso.

In addition to Kaya in the Centre-North region, the project benefits the municipalities of Ziniaré, Pô, Tiébélé, Boussé, Arbolé, Loumbila, Yako, Gourcy, Kongoussi, Boulsa, Kombissiri, Banfora, Beregadougou, Niangoloko, Mogtedo, Zorgho, Koupela and Pouytenga
These municipalities will also provide funding, “albeit on a smaller scale, but which will demonstrate their commitment to the success of the project”, say the Kaya authorities. The project is expected to create 490 jobs in the waste sector, 60% of which will be for women.
