The Administrative Capital for Urban Development (ACUD), owner and developer of the New Administrative Capital (NAC), a city under construction 45 km east of Cairo, Egypt’s capital, is also banking on the digitization of water management to ensure the comfort of its future inhabitants. To this end, it recently entered into a partnership with Dorsch Gruppe, a German consulting firm, and the Egyptian Consulting Group (ECG).
Under the agreement, Dorsch Gruppe and ECG will set up a joint venture to provide water management services to 6.5 million people in at least 21 residential areas in the NAC.“The joint venture will implement state-of-the-art solutions such as smart meters for utility billing and collection, while meeting the highest standards of quality and sustainability. And we will be able to rely on Dorsch, which is a model of excellence in the implementation and management of hydraulic installations in the Federal Republic of Germany,” says ACUD.
Reducing water losses to 7% in the NAC
Among other benefits, these smart water meters will be able to detect problems such as water leaks in pipes, and send alerts to users. This could help to reduce water consumption in the NAC, and thus lower bills for residents. By 2025, the population is expected to be between 18 and 40 million.
Thanks to the digitization of hydraulic equipment in the new smart city, ACUD’s ambition is to reduce water network losses to just 7%. While this is a bold vision, Khaled Abbas, ACUD’s engineer and CEO, remains confident that it is feasible to ensure efficient and sustainable management of what he describes as a vital resource: water.

Still on the subject of water management in the NAC, a double 1,500 mm diameter concrete pipeline, 6.5 km in length, will reinforce the supply of irrigation water, in a context marked by water stress. The pipeline is being built by Hassan Allam Holding, which won the contract in October 2022. It will link the smart city’s wastewater treatment plant to the irrigation reservoirs in the first sector of the R8 residential district.
